The University of Technology, Mauritius (UTM) was created in year 2000 by Act of Parliament as the Government implemented its plan to have a second University which would focus towards development of oriented sectors in particular. Two state institutions namely the Mauritius Institute of Public Administration and Management (MIPAM) and the State Information Training Centre (SITRAC Ltd) were merged to form the University of Technology, Mauritius. This historic step in the field of higher education was prompted mainly by the need to cater more vigorously for the increasing demand for ICT and Management professionals in a country which is seriously committed to accelerate, by all means, the realization of its ambition to become a major service provider in the field of Information Technology, Management and Finance, Sustainable Development and allied areas. The University started operation by the end of year 2000. The Board of Governors (B.O.G), was in place and in year 2001, created its senior management personnel.The UTM has embarked on a strategy of expansion to minimise, as far as possible, the consequence of its infrastructural and financial constraints to meet the growing challenges of the tertiary education sector. Efforts in that direction have been multi fold through:
The UTM became fully operational in August 2001. Initially two Schools were created: the School of Business Informatics and Software Engineering (SOBISE) and the School of Public Sector Policy and Management (SOPSPAM) to welcome their first cohorts of undergraduate students.

With the proclamation of the Mauritius Institute of Training and Development Act, the Institut Superieur de Technologie (IST) and the Swami Dayanand Institute of Management (SDIM) has come under the aegis of UTM. This new structural development represents a significant move for the long term expansion of the University.
The University of Technology, Mauritius, as at 2010, and now in its tenth year of operation, is poised for a phase of significant expansion in line with the provisions of its Act and the national agenda of increasing access to tertiary education, capacity building in the context of the ongoing economic reforms, promotion of knowledge, research and innovation, as propounded by the Ministry of Tertiary Education, Science, Research and Technology. The University of Technology, Mauritius has the determination to become one of the leading tertiary education institutions of the region. UTM is a member of the Association of Commonwealth Universities. The forthcoming construction of the new campus at Cote DOr will enable the UTM to increase its number of students, the number of programmes offered and provide better facilities.
To become a University of national, regional and international renown, providing multi-level quality tertiary education and training including continuing professional education geared towards sustained capacity building for increasingly technology-driven and enterprise-based developments.
To offer a range of University programmes and activities in full-time, part-time and mixed modes to meet the changing needs of Mauritius and develop a regional and international dimension to its activities. UTM will aim for excellence along traditional as well as beyond traditional approaches to teaching, training, research and consultancy.
To provide access to a wide range of students for the acquisition of knowledge and skills with which they can make future professional contributions in various key sectors of the socio-economic and technological advancement of Mauritius and aspire to become dynamic players in regional and international activities.

The translation of the UTM strategic direction entails the following:
- Setting up of new Schools as per the provisions of the UTM Act in the short and medium term
- Widening of range of programmes
- A higher number of short high level programmes through workshops and conferences
- Articulations with existing institutions (private and public) for increased access
- Articulations with regional/international institutions
- Development of international linkages and strategic alliances
- Expansion of lifelong opportunities
- Consolidation of research programmes
- Encouragement of consultancy activities
- Adoption of a marketing strategy to capture the local market with a view to attain the Gross Tertiary Enrolment Ratio and to make an incursion in the international market
- A professionalisation of its human resources geared to meet the tertiary education objectives and challenges
- In the medium term, taking up of new campus facilities at the Knowledge Hub
- Setting up of a Centre for Online/Distance Education
- Provision and expansion of student facilities for sports/leisure, library, canteen and lodging
